Tailor-made Executive Education on Strategic Planning for Algerian government

From 25 January to 5 February 2016 MSM organized a tailor made program for 12 high level civil service employees from the Ministry of Interior and Local Authorities (MILA) in Algeria.

The topic of the program and lectures at MSM was Strategic Planning and KPI Management. The training included various case studies and an assignment in the form of a Back Home Action Plan. During the last days on the program drafts of the Back Home Action Plan were presented and the plans will be completed by the participants upon return in Algeria. MSM will support on distance through counseling over a period of six weeks. The plans will be finalized in a workshop by MSM staff in Algeria.

IMG_0335-rvlSince it was a specific wish of the Ministry in Algeria that participants should receive input about the administrative organization in The Netherlands MSM organized work visits to The National Academy for Finance, Economics in The Hague, The Government of Limburg and Municipality Maastricht.

MSM Chairman Mr. René van der Linden gave a presentation about the parliamentary system in the Netherlands, the function of the Senate and important issues related to the EU.

Background
This Ministry is one of the most important ministries in Algeria with almost 600.000 employees. It is mainly involved in policy making, peace, security and local development of the country. The background of the request for a tailor made program on the topic of Strategic Planning and KPI Management for the Ministry is the objective that by 2025 MILA has transformed and modernized the Local Authorities system that empowers and enhances the quality of life through public services. The Ministry should by then be transformed into an effective and efficient institution which can be relied upon to provide a safe and secure socio-economic and political environment.

Pillars of the 2015 strategic plan are:
-Improvement of life conditions
-The Cities Management improvement
-The E-Delivering of Public Services
-The HR improvement and training of all segments and
-The Local administration reform.
